mod_cluster httpd binaries - Win32 not have mod_slotmem.so ,
mod_manager.so and mod_proxy_cluster.so .

where can i get ?

I have opened a JIRA (MODCLUSTER-40) for it.

Beta3 for win32 also not have mod_slotmem.so

It is named mod_sharedmem.so in Beta3.
Just do:
#LoadModule sharedmem_module modules/mod_sharedmem.so
LoadModule slotmem_module modules/mod_slotmem.so
In httpd.conf
