How to get jetty 4.0 to use local copy dtd files

With the Jboss2.4.5/Jetty4.0 build, how do you make it so jetty will use a local copy of the web.xml and tag-lib dtd's?

I have made sure that all of the referenced dtd's are in jetty/etc/dtd, like several of the post for jetty 3.1 but still have had no luck.
