Exploded ears + jboss-3.2.0RC1_tomcat-4.1.18 doesn't work

I get the following message when deploying exploded ear files with jboss-3.2.0RC1_tomcat-4.1.18:

[Engine] ContextConfig[/velocityservlet]: Missing default web.xml, using application web.xml only

Notice this also happens with jmx-console which comes with JBoss.
