Can anyone give a breif idea what is the use of this rar file and is it necessary to get deployed while starting of the server

If I recall correctly it is the local jdbc jca wrapper from a long time ago in jboss 2.4.x. It is not necessary unless you are using jca wrappers rather than XADataSourceLoader for your db access.
