Otherwise the Axis material is still the authorative source for Axis deployment of web services.

It looks like the clunky old SOAP way of doing things, and puts too much explicit dependency between the client and the service provider. Have a look at the tutorial http://ws.apache.org/axis/java/user-guide.html implementing a simple echoString example. Also with Axis, there are a few example source files showing how to implement various types of services of increasing data complexity. I would try following and building the echoString example and go from there.
