The only thing I can think about is that the directory the web pages is loaded from does not allow access to the file for you. So I guess you have to add a W2K user id able to access the directories.
Please check the "JBOSS/server/default/tmp" directory expect you are using another configuration environment.

...the thing that is confusing me is that I am logged as an Administrator and the whole JBOSS dir is set to allow everyone full control.
Anyone else seen this?

Right click on TMP directory, click on properties, select "Security" tag, set Everyone to full control and check "Allow inheritable perm....". Then press OK and try again.
