What happens if number of buddies is 0 and Data Gravitation

What happens if number of buddies is 0 and Data Gravitation set to True?

Would the data still be gravitated. In particular, what if cluster node N1 receives a request for data keyed by K1 and the K1 currently resides on N2. Will the data for K1 be moved from N2 to N1?

If this cannot be achieved with data gravitation, is there any other way to achieve it?
