modules access rights

Dear all,

How to specify the access rights of a module.

1) if a module name "test1", I want it display in "module block" in main page so that anonymous can view and use it.

2) if a module name "test2", I want it display in the module block that belong to a particular "group"

3) How to modify/sort the order of "module title" in module block

* Is any document on the above or related issue

1/ module block will display only the block. so if you have a module test1 you have to create a block that will collaborate with this module.
