introducing another language

Hi,
I want to develop nukes which user can choose diffrent language for displaying, e.g. English and Chinese. Should I update the new characters in JSP or use the file under folder:
nukes-1.0.0-src\nukes\src\resources\nukes-lib-jar\org\jboss\nukes\core\modules\user\languages

or anybody can suggest the best way and the procedure invloved?
