Build POM Versions

I've updated some of the EJB3 Projects' Build Parent versions:

...as the build was failing.

Which projects should be on Build 0.13.1-SNAPSHOT? Which on 0.13.0?

They should all be on build 0.13.0.

I've removed any SNAPSHOT and circular dependency from build/pom.xml, so I could actually release some components. As we already knew, the actual problem lies in ejb3-core, so that one still contains snaps and circles.
