Can we use Navigation rules to decide which Tab to display?

Can we use Navigation rules to decide which Tab to display? If not, what is the best way to handle it?

Put the same rich:tabPanel on the different page. The only different is a selectedTab. Make sure you use an Server type for switch type (it is default). Use those pages in the navigation rules followed by action produced by rich:tab
