Is there any way to define global action which will be executed for every event thrown?

global actions yes, just put them on the top level, but you cannot have them be executed for every event that is thrown

My most detailed answer without looking in the source myself would be 'because' maybe added by 'it is not implemented that way'. Look at the source to have an exact why...
