Thanks for asking as it bugged me lately, too. As far as I know there's no open source tool to design portlets in a GUI. I used an early access version of Sun Java Studion Creator, which is an excellent yet commercial tool. Although BEA WebLogic Workshop IDE supports developing JSR-168 portlets I couldn't figure out how to export them and deploy onto JBoss Portal. It's free so you could give it a try and obviously report your findings here ;)

But I found a plugin named pluto, which support portlet design in Eclipse.
You can download it at: http://prdownloads.sourceforge.net/plutoeclipse/org.eclipsefan.pluto.ui_1.0.0.zip?download
It fits JSR168 specification.
But you must configer jBoss portal sepcific xml files such as jBoss-Portlet.xml, you can read jboss portal reference guide for reference. -
