For example, i have two portal instances in the server. One is /portal/default and the other is /portal/testportal. Now i want to get the "/portal/testportal" within a portlet which is packed within testportal. Is this related to IPC?

If you want to get the context of the portlet you can do it easily using the
getPortletContext() method in the Generic Portlet.
This is how you can use request dispatcher to dispatch to the jsp of your choice.
If you dont want to exchange data between the two portals, then there is no need for any IPC stuff here.
What I would do, is dispatch the request to a jsp within my portal,
In that jsp, I would keep an Iframe which would invoke my other portal
Simple!!
