User services doesn't start in JBP 2.6a1

Service, declared in /META-INF/jboss-service.xml doesn't start. It starts only if declared in <JBOSS_HOME>/server/default/deploy/jboss-portal.sar/META-INF/jboss-service.xml

Have somebody experienced the same problem?
