Is it possible to get an EntityManager in the @Create method during @Startup?

I'm using "SeamExtendedManagedPersistencePhaseListener" that might have something to do with it(?)

Tried @PersistenceContext but I'm still getting null. This is an APPLICATION component.

Make it an EJB. I don't think you can use a Seam-managed PC during the startup cycle.
