So my question was:
Is there any conceptual reason why there's no possibility to have an < action > inside of a < rule > in pages.xml?

Not that I know of, but I'm not sure its that useful (you can raise an event from there which does pretty much the same). What is your usecase?

Yes, you can raise an event, and that's what I do now, but it's unnecessary config - the step of adding an event to components.xml could be bypassed.
My usecase is that I update a series of entities and when everything is ok (the if-condition of a rule is met) I proceed to the next one by raising an event and redisplaying the page.
