Seam View Handler problem

Hello all!
When my page is trying to load seam throw nullpointer exception at org.jboss.seam.jsf.SeamViewHandler.calculateLocale(SeamViewHandler.java:32)
It happens because it can't find any locale evenI provide locale settings in seam.properties and faces-config.xml.

Any ideas?
