Yes, you can read a resource from a .esb archive using getClass().getResourceAsStream("/filename");
or do they needs to be read from file everytime ?
If your action implements org.jboss.soa.esb.actions.ActionLifecycle you can do the reading of the settings in the initialize method and have them stored for later usage. This method will only be called once for every action.
