yes this is possible:
1. define "facelets.LIBRARIES"

<param-name>facelets.LIBRARIES</param-name>

/WEB-INF/facelets/foo.taglib.xml;/WEB-INF/facelets/bar.taglib.xml;

</context-param>2. create the taglib

</facelet-taglib>3. use the taglib (here in a faclets-template - jsp should be the same)
