and then, I run jboss as :

run -Dfile.encoding=UTF8
cd
but i can not get the expect result.

I think "run -Dfile.encoding=UTF8" does not work, because the batch file ignores its arguments.
You would have to place it in an environment variable JAVA_OPTS. See http://community.jboss.org/wiki/JavaOpts for examples.
