rich:menuItem with action binding not working

RF 3.3.0, 3.3.1
Tomcat 6.0.18

rich:menuItems with action binding are not working. I tried with both 3.3.0 and 3.3.1. And on both IE7 and Firefox. Could this also be due to my Tomcat environment ?
