you can define switch type globally for whole tab panel and then for each tab separately. The following should work fine:
<rich:tabPanel switchType="server">
<rich:tab name="1" switchType="ajax">...</rich:tab>
<rich:tab name="2" switchType="client">...</rich:tab>
<rich:tab name="3" >...</rich:tab>
</rich:tabPanel>
