Sorry, user error or previous message.
The question I have is in regards to extensions and subsystems. Is it possible to provide an explicit order in which the subsystems come up? For example, is it possible to have the deployment-scanner load prior to the datasource subsystem coming up?

Hmm, no that's not possible. Dependencies are only defined for the services created by the subsystems, but not based on the ordering of the subsystem.
