Lets not reinvent the wheel -- AS7 ships with both configurations for single node deployment and multinode deployment in standalone-ha.xml file where mod_cluster is already enabled. Please use that profile instead or port the differences that you didnt add from the -ha.xml to your xml.
Here you can also look at configuration docs in AS7:
https://docs.jboss.org/author/display/AS7/mod_cluster+in+AS7
https://docs.jboss.org/author/display/AS71/mod_cluster+in+AS7 (for 7.1)
There is also mod_cluster space for discussions here
http://community.jboss.org/en/mod_cluster?view=discussions
You might also want to configure socket binding for the address:
<socket-binding name="modcluster" port="0" multicast-address="224.0.1.105" multicast-port="23364"/>

There you go! There is a problem, look at
http://www.jboss.org/mod_cluster/
and you notice
Requirements
- httpd-2.2.8+
- JBoss AS 5.0.0+ or JBossWeb 2.1.1+
Note: httpd-2.2.8+ is already in the bundles, so if you use the bundle you don't need to download Apache httpd.
So mod_cluster cannot work with IIS server, you need to isntall Apache webserver.
