Is there a way to avoid multiple submits on <h:commandButton> when an impatient user hits the button several times?

Disable the button while the form is in the process. Enable it when it is done.

What if a client has javascript disabled in the browser? I was hoping there is a server-side solution for this..

AFAIK there is not yet any solution from Seam for handling double form submission. But perhaps you can create a flag variable in your component for detecting whether user has submitted their form. Also if you really concern about the duplicate data, try to use entityManager.merge instead of entityManager.persist
