The real issue is "java.lang.IllegalStateException: Parameter count exceeded allowed maximum: 512". So your request has more than 512 parameters? I don't see a way to change the maximum allowed in the AS7 web subsystem.
Someone I work with found this solution:Add the following system property to the configuration file(eg standalone.xml).<property name="org.apache.tomcat.util.http.Parameters.MAX_COUNT" value="10000"/>
Do you know in which part this would go in standalone.xml?

But where to use this property in Jboss5.1 configuration? There is no standalone.xml file in Jboss5.1.

JBoss 5 is old, so I don't remember. However, it looks like there could be a properties-service.xml somewhere which someone could not find in AS 7: JBoss AS7 and properties-service.xml
Alternatively, you could try starting JBoss 5 passing in -Dorg.apache.tomcat.util.http.Parameters.MAX_COUNT=1024 (or whatever number you like) on the command line.
