I encountered the same behavior in RF 4.x.(opposite to the 3.x functionality)
After several attempts I got the following solution
1) Create application.css file(with necessary styles) and put into /application/resources/css
2) Put first line after <h:body> the following line
<h:outputStylesheet library="css" name="application.css" /> After that my custom styles overwrite default RichFaces styles.

This does not work for me, with Richfaces 4.2
I get this, with a page that does not use any Richfaces component.

If i put Richfaces components on the page. The stylesheets will be rendered after my hello.cs.
