Moreover I have also made a JIRA about REST API Enhancement [JBPM-4178] REST API Enhancement to retrieve all process definitions - JBoss Issue Tracker
You could also submit one for retrieving all deployments Id as my request was for all process definitions regardless a specific deployment id.

I think the deploymentID is a must required param for the REST API .Because the deployment is used as a domain to distinguish defferent versions.What I want is get the list to deploymentID and further more ,a service to manage deployment. Thus ,when u want to list all BPM process ,u can go though all the deploymentIDs ,and merge the responses of each request according to deploymentID.
Another issue is about how to get Task FORM from REST API ,By (DeploymentID,ProcessInstanceID,taskID,),do u have any advice.

task operations should not require deployment id, only ksession operations must provide one. So I believe you could omit the deployment id when listing tasks.
