install -s file:/path/to/file/aqaqpi.jar
then uninstalled, then redeployed my camel bundle. Still same issue - maybe the way I'm installing oracle is wrong??

I'm not sure that the aqaqpi.jar is an OSGi bundle by default. Could you try running osgi:headers to automatically convert the plain jar into an OSGi bundle.
