Do you have the webconsole feature installed?
You can run the following command to double check:
karaf@root> features:list |grep webconsole
If not, just run the following to get it installed:
karaf@root> features:install webconsole
and
karaf@root> features:install webconsole-base
then running:
karaf@root> osgi:list
should tell you it is active and you should be able to access the Admin console using http://localhost:8181/system/console/admin (default user/passwd: smx/smx)

What about apachemq-web-console - I installed the feature but what port exposes the apachemq administration console?
The apachemq doc has it at http://localhost:8161/admin but does not work after installing the feature.

I suspect you have activemq-broker feature installed already and that already starts an instance of ActiveMQ. The web-console will try to start another instance of ActiveMQ.
You may want to uninstall that feature (karaf@root> features:uninstall activemq-broker) to make sure you can start the web-console.
Restart Fuse ESB after you make those changes to make sure everything is starting correctly at this time.
Then try the following URL: http://localhost:8181/activemqweb/index.jsp
That's probably what's going on in your Fuse ESB install.
