That xml processing instruction should be optional. As with HTTP, content type/charset already tell us that it's XML, that line is completely redundant and just a wast of bandwidth.
Anyway, if you do want <?xml version='1.0' encoding='UTF-8'?> available, you can
add a property for cxfbc consumer endpoint, something like
"org.apache.cxf.stax.force-start-document" as "true"
Take a look at to get more details about how to set properties for cxf bc endpoint
