When using the GUI at http://localhost:9990/console I would expect to see my list of web services. They are there as my .war file exposes both resful and soap web services. I can connect to them but not see them on this page. Any idea what I might have done wrong?

You have to enable webservice statistics to see them. Don't ask me why.

Via JBoss-CLI: /subsystem=webservices:write-attribute(name=statistics-enabled,value=true)

Or shutdown the server, edit standalone.xml or whatever config file you're using,

<subsystem xmlns="urn:jboss:domain:webservices:2.0" statistics-enabled="true">

and then restart.

Probably true for the stats itself.

But the question was more, why are the webservices not listed anyways, independent of this attribute? Either without or with stats depending on the attribute.

but when I add statistics attribute in CLI for jboss eap 6.3 and 6.4 , it fails. in which version you could do it?
