Does the infinispan 7.0 have the ability to clear the file store (.dat file) on start of the server and load the cache entries afresh?

What do you mean "load afresh" ?

You can start with an empty cache store by adding purge="true" to the store declaration:

<file-store passivation="true" path="dc" purge="true" shared="false"/>
