I don't really know what operation Jenkins invokes to do that, but if it deals with the WildFly management operations, you can configure your WildFly server with role based access control (RBAC) RBAC - WildFly 10 - Project Documentation Editor . But then again, I don't know what/how Jenkins deals with WildFly and if it mandates its admin user to be part of some specific group with has access to restart the server, in which case, configuring RBAC won't achieve much.
