The ReferenceMetaDataResolverDeployer has one commented out, and the current implementation uncommented. Since the newer impl has been in use for a while I have deleted the old impl.
I don't follow what you mean by name consistency. It sounds like a missing dependency problem. What name would show this?
I meant all the other beans.xml in the deployers directory had the format xxx-deployer-beans.xml (consistency).
I should have noticed that one of the beans was commented out. My bad.
If you rename the file to metadata-deployer-beans.xml, then you see the error that the beans are already installed.

Anil, I just tried the renaming and I don't see the issues you mention. Can you verify?
DImitris, the renaming seems fine. I am unsure why I saw issues before. Theoretically, a change in name of the file should not be creating deployment order issues (because it is the beans inside, that matter). :)
Most probably I had both metadata-deployer-beans.xml and metadata-beans.xml in deployer
