You can use "rendered" attribute, but in this case you just do not see component.
also I review this approach: SelectItem object have an disable property, from documentation:
Set the disabled flag for this item, which should modify the rendered output to make this item unavailable for selection by the user if set to true.
and, I set to true this property for all SelectItem objects in my ArrayList (which tied my rich:inplaceSelect). And after this I still view all items in inplaceSelect.
Similar to that, this property of SelectItem just not supported by rich:inplaceSelect.
