webservice is just a Action in Service

when use webservice ,the other Actions in Service don't work

A service in the esb can be exposed as a webservice. Take a look at the publish_as_webservice quickstart if you have not done so already.

when use webservice ,the other Actions in Service don't work

Sorry, can you give some more information on this. This should not be a problem. What errors are you experiencing?
