rich:inputNumberSlider showToolTip visible constantly

Is there a way to make showToolTip for slider visible permanently and not only when user drags the control arrow?

.rich-inslider-tip{
display:block !important;
}

but in that case initial positioning could be slightly wrong as no script positioning done initially.
