You have two options:
- use exclusive gateway to decide based on the outcome of the transit manager user task (process variable) where it should go
- use conditional sequence flows for the transit manager user task
In principal both have very similar meaning is just different modeling approach, personally I prefer to use gateways.

oh no,you misunderstand,I means the flow back .
if the TransitManager always disagree ,flow are formed a loop.
notice is not the email or sms ，is the requestTransit's processInstance reback STATE_ACTIVE.
