Are you deploying the app as an archive or in exploded format? Try deploying it with both the VenteEnLigne.ear and the VenteEnLigneWebStruts2.war exploded. -

using an exploded EAR and an exploded WAR resolves the problem but :
1) it will be time consuming and annoying if I have to do it all the time i make a change and need to redeploy. Is there an option in JBoss that makes it possible to generate an exploded EAR/WAR instead of an archive ?
2) i get an HTT 404 on all Struts 2 actions i try to call. But I guess this is Struts 2 related stuff, so I am checking it.
I hope either you JBoss developpers or the Struts 2 developpers will work on a patch asap.

workaround:
1) remove the "actionPackages" initparam, and instead
2) declare all your actions in struts.xml so that the framework finds them.

I keep the actionPackages parameter in my web.xml inside my Struts 2 project.
As suggested by someone in the Struts mailing list, I cleaned up my server/default/lib folder.
I had too many jars that were not used or conflicting with each other.
It works now.
So it seems to me that JBoss 5.1 does support Struts 2.1.9 now. -
