If not, I'll delete it.

I don't know what it is for.
Scott Stark may know, he created the tags on January, 15th: http://fisheye.jboss.org/changelog/Messaging/trunk?cs=3567

I believe Scott created it to some work he was doing on Security. I believe the work was later merged into Branch_Stable but we would need to check with him. (I mean.. if you didn't delete the tag yet)

I don't see the https://svn.jboss.org/repos/messaging/branches/Branch_1_4_0_SP this tag was created from. It had to be related to http://jira.jboss.org/jira/browse/JBMESSAGING-1189, but just looks like noise as all the changes went into the stable branch.
