where did you pull the snapshot from? i just did a complete checkout of all the code from cvs and was able to build and deploy news w/o any issues.
also, check the following path for the file:
<PATH_TO_NUKES>/news/src/resources/nukes-news-lib-jar/org/jboss/nukes/addons/modules/news/templates
to make sure the file is actually there. it's possible the snapshot is incomplete. -

I get the snapshot from this url "http://jboss.sourceforge.net/snapshots/nukes-snapshot.tar.gz" on jboss page.
And i have checked the path "<PATH_TO_NUKES>/news/src/resources/nukes-news-lib-jar/org/jboss/nukes/addons/modules/news/templates " , there are lots of folders under "/templates",also include "news_default.tpl" ,but nothing in this tpl folder. :'( -

OH, When i recompiled and redeployed the news module,the build exception changed.
"2004-05-14 14:01:59,367 WARN [org.jboss.system.ServiceController] Problem starting service nukes.modules:name=news
org.jboss.nukes.common.template.BuildException: Template /news_admin.tpl not found"
but the news_admin.tpl also exsits.Why???? :'( -

I resovled problem.
All *.tpl files downloaded from website have been destoried,and they were recognized as folders.
After i checked out from cvs.sourceforge.net directly,everything is ok.
