images in tabPanel

hii everyone

how to set background image for a tabPanel active and inactive header cells

i tried to set it by using CSS but its not working.
my CSS style Class is

.rich-tabhdr-cell-active {
 background-image: url(/images/tab.gif);
}

how to set the image please help me

This is example of set background image for a tabPanel active cell:
.rich-tab-active{ background-image: url('/images/pic1.jpg'); }

but their is a problem. it has no effect in broswers like mozilla 2, safari 3.0.4 and Netscape navigator 9.
it works fine with IE 7 and Opera 9.25.

can anybody suggest a solution to work in these browsers
