The 404 error is already solved for some time so you shouldn't see it.
The "You are not authorized to create users" error appears if you are currently logged in to forums and try to register or when you have some stale cache/cookies in your web browser. So, please log out and if message still appear clear your browser. It should help.
If you still have problems logging in to JIRA please follow those steps:
- log in to forums - http://www.jboss.org/index.html?op=loginscreen&module=user
- navigate to profile edit page - http://www.jboss.org/index.html?module=user&op=edituser
- change password on this page and save
- check the new password against JIRA login
If any of the above fixes still don't help please inform.
