Conversational Logging locking issue

On multiple deploys and undeploys the conversational logging logfile can become locked in some kind of blocking state. 

Status

Later mostly affects development, workaround is no biggy

Workaround

Remove the smtp.log file and stop and start the SMTPLog service.
