The term "tag" is normally associated with a one-dimensional keyword that is attached to a resource, see delicious as an example. The explicit separation of tags into Attributes and Values satisfies the requirements of Aggregation in a more rigid intranet environment, and makes a better basis for building a corporate Ontology of content
