I clicked on the download link for 6.1.0.Final. This required my JBoss Community login, but no subscription (maybe because I'd clicked on the Accept button for the 6.1.0.Alpha or Beta download some time ago).
Then I clicked on the link for the release notes containing a notice that JBoss OSGi had been demoted from the product, with a link to a knowledge base article.
Clicking on that link, there was a notice that a subscription is required to read the article. I do not see any active subscription in my RedHat account, nor do I see any link for a zero-dollar EAP subscription on the RedHat site.

As you guessed, you only need to agree to the T&Cs once - we don't require it each time (we don't want to make this too onerous on you!
The release notes clearly should not be locked away, I've asked the product management team to look at this.
