Has anybody this problem?
I testet it with RF3.2SR1 and also with latest 3.2.1 snapshots - there is no visible improvement.
This is a real blocker for our company - we can not change to RF3.2 (from RF3.1.2) because of bad ModalPanel performance...

I am not sure if this issue is actually in the process of being fixed or not, if so, I apologise, but I would like to say that I see a very similar problem.
I have an underlying page with a rich:datatable with 100 rows shown. When I popup a modal popup over that page, IE7 takes forever to show the popup.
I did some analysis for my project. Here are the results:
IE7 : Time to load popup 4 seconds.
Firefox2: Time to load popup 4 seconds.
Then, with exactly the same code on my part, I upgrade to 3.2.0GA.
IE7: Time to load popup 22 seconds.
Firefox2 : Time to load popup 5 seconds.
I have also just tried this in 3.2.1GA, and the results are very similar to 3.2.0GA.
This issue is currently preventing our project from going live, so I consider it very important.
I don't know if this will help you, but I was having serious performance problems when I tried to load a modalPanel on IE 7.
I could see that this was only the first time that the modalPanel was opened. After that modalPanel worked as fast as on FF.
The only solution I found was on the onload event I did a call to:
that was it. It is a hack, but now my modal opens really fast on IE.

I'm using 3.2.1 GA on my local server and I have the same issue that when I was using 3.2.0SR1.
However, on 3.2.1GA, if I remove the data grid (which iterates a great number of elements from Spring over Hibernate) modalPanel Works great on IE without any hack.
We are also experiencing some performance issues with the modalpanel. Not just in IE but in Firefox as well.
Not only opening the modalpanel but also in typing something in an input text on the modal panel I can see my CPU peek a little, or when I check a few checkboxes my CPU peeks a little. On my pc it is insignificant but I have seen on 3 other computers it actually becomes quite sluggish and slow.
Our app uses richfaces 3.1.5.GA with jdk1.4 (we are running on WebSphere 6.0)
