Are there any free web service dev tools?

I am a big fan of Jboss and am currently evaluating microsoft .NET. It seems that .NET allows for very easy and quick development and deployment of web services. Does JBoss have any equivalent tools? I have downloaded the Jboss/Jetty server. Does that provide the ability to be a web services server? Can someone please point me to some sites and documentation.

The best tools (free) I can find are:
Eclipse (www.eclipse.org)
XDoclet (Sourceforge)
Jboss (Here!!!)
Ant

Try

axis at

xml.apache.org/axis

It isn't as friendly as .net but it seems ok once you get going.
